Planning and Overview

The resources below are designed to help communities both in understanding the guidelines on how the funds provided in the Homelessness Prevention and Rapid Re-Housing Program (HPRP) can be used and in creating a plan to use those funds. Because the funds can be used for homelessness prevention, diversion, and re-housing activities, system planners and administrators have an opportunity to use the HPRP to transform their homelessness systems.

In order to help administrators and providers assess how best to use these funds, the Alliance has published Creating a Plan for the Homelessness Prevention Fund. See below for additional materials, and be sure to check back often. This site will be updated frequently with new resources.

This one-pager discusses key partners worth identifying when planning a Homelessness Prevention and Rapid Re-Housing Program (HPRP). It was used during a June 23, 2009 webinar entitled "Implementing HPRP in Rural Areas."

Creating a Plan for the Homelessness Prevention Fund
The Alliance has created this guide to help communities prepare a HPRP plan to submit to HUD. This guide can be used by public agencies responsible for submitting the plan, as well as the public and private partners who will be involved in developing the plan. The Guide was prepared before HUD issued its guidelines for the HPRP.
