What is a Public Comment Process?

A public comment period is a designated period when federal agencies provide the public with an opportunity to provide information and feedback on a proposed rule, policy, or agency action before it is finalized. Public comments remain part of the administrative record.

Federal agencies must consider relevant and substantive comments and provide explanation for how concerns are addressed when taking final action. These opportunities are critical to shaping federal policy.
