UU. para el a\u00f1o fiscal 2026 est\u00e1 avanzando, m\u00e1s recientemente con un proyecto de ley preliminar del Comit\u00e9 de Asignaciones de la C\u00e1mara de Representantes que da seguimiento a la solicitud de presupuesto de la Administraci\u00f3n. Esperamos que el Comit\u00e9 de Asignaciones del Senado publique pronto su propia versi\u00f3n del proyecto de ley. Ni la Administraci\u00f3n ni el Congreso han hecho todav\u00eda ning\u00fan intento serio de igualar los recursos con el alcance del problema, por lo que nuestro trabajo de defensa contin\u00faa.   <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-needed-the-alliance-s-analysis-nbsp\">Lo que se necesita: el an\u00e1lisis de la Alianza <\/h2>\n\n\n\n<p>La Alianza ha dejado claro que los programas para personas sin hogar del HUD necesitan mucha m\u00e1s financiaci\u00f3n. En vista del creciente n\u00famero de personas que se quedan sin hogar, necesitamos m\u00e1s financiaci\u00f3n para garantizar que los programas existentes puedan hacer frente al aumento de los costes y atender a m\u00e1s personas. <a href=\"https:\/\/endhomelessness.org\/wp-content\/uploads\/2025\/05\/FY26-Homeless-Assistance-Grants-How-Congress-Can-Help-Solve-Homelessness.pdf?emci=84ff9e22-d829-f011-8b3d-6045bded8cca&amp;emdi=d45bab89-ed29-f011-8b3d-6045bded8cca&amp;ceid=12482373\">La Alianza pide <strong>4.922 millones de d\u00f3lares<\/strong><\/a> para la cuenta de Subvenciones de Asistencia para Personas sin Hogar del HUD.  <\/p>\n\n\n\n<p>La Casa Blanca public\u00f3 una solicitud de presupuesto que bloquear\u00eda las subvenciones y recortar\u00eda la financiaci\u00f3n: <a href=\"https:\/\/endhomelessness.org\/resources\/research-and-analysis\/visualizing-the-impacts-of-the-presidents-fy2026-budget-returns-to-homelessness-and-major-setbacks-could-be-ahead\/\">un desastre para los programas del HUD y las personas a las que sirven<\/a>. Si bien es sustancialmente mejor que la propuesta de la Administraci\u00f3n, <strong>no es ni de lejos suficiente<\/strong> para mantener los esfuerzos locales actuales de respuesta a la falta de vivienda, que dependen en gran medida de la financiaci\u00f3n federal.  <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Financiaci\u00f3n de renovaci\u00f3n:<\/strong> Durante muchos a\u00f1os, los asignadores se han comprometido a proporcionar financiaci\u00f3n para mantener la capacidad del programa existente. Este proyecto de ley no lo har\u00eda. La cantidad proporcionada para la renovaci\u00f3n en el proyecto de ley de la C\u00e1mara de Representantes probablemente ser\u00eda inferior en 200-400 millones de d\u00f3lares, gran parte de ella para el alquiler de personas que antes no ten\u00edan hogar pero que ahora est\u00e1n alojadas.   <\/li>\n\n\n\n<li><strong>Nueva financiaci\u00f3n:<\/strong> No hay nada en el proyecto de ley para nada nuevo fuera de la \u201creasignaci\u00f3n,\u201d el proceso que permite a las comunidades utilizar la financiaci\u00f3n existente para un prop\u00f3sito diferente. <\/li>\n\n\n\n<li><strong>Financiaci\u00f3n de las Subvenciones para Soluciones de Emergencia (ESG):<\/strong> La financiaci\u00f3n para las Subvenciones para Soluciones de Emergencia se mantendr\u00eda sin cambios en 290 millones de d\u00f3lares. <\/li>\n\n\n\n<li><strong>Sistemas de Informaci\u00f3n para la Gesti\u00f3n de Personas sin Hogar (HMIS):<\/strong> El proyecto de ley incluye 10 millones de d\u00f3lares para el an\u00e1lisis de datos, como en a\u00f1os anteriores. <\/li>\n\n\n\n<li><strong>Fondos recuperados:<\/strong> El proyecto de ley permitir\u00eda al HUD utilizar los fondos recuperados de a\u00f1os anteriores para algunos proyectos nuevos. Sin embargo, dado que las Subvenciones de Asistencia para Personas sin Hogar del a\u00f1o pasado se financiaron con fondos fijos a pesar del aumento de los costes, la mayor\u00eda o todos los fondos no comprometidos del proceso de recuperaci\u00f3n ya se habr\u00e1n gastado para hacer frente a los d\u00e9ficits del a\u00f1o fiscal 2025.  <\/li>\n\n\n\n<li><strong>Financiaci\u00f3n del Proyecto de Demostraci\u00f3n para J\u00f3venes sin Hogar (YHDP):<\/strong> En el proyecto de ley del Comit\u00e9 de la C\u00e1mara de Representantes, todas las subvenciones no comprometidas para el YHDP para el a\u00f1o fiscal 2025 se rescinden inmediatamente. Eso no entrar\u00e1 en vigor hasta que se promulgue el proyecto de ley, pero no hay indicios de que el HUD est\u00e9 cerca de emitir un Aviso de Oportunidad de Financiaci\u00f3n (NOFO) para el YHDP para el a\u00f1o fiscal 2025, por lo que esta financiaci\u00f3n del a\u00f1o pasado probablemente desaparecer\u00e1.  <\/li>\n\n\n\n<li><strong>Financiaci\u00f3n para la violencia dom\u00e9stica:<\/strong> El proyecto de ley no incluye nueva financiaci\u00f3n para las supervivientes de la violencia dom\u00e9stica como lo ha hecho en los \u00faltimos a\u00f1os. S\u00ed incluye un lenguaje que instruye al Secretario del HUD para que proporcione \u201cincentivos\u201d para renovar los programas para las supervivientes de la violencia dom\u00e9stica.  <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-tenant-based-rental-assistance\">Asistencia para el alquiler basada en el inquilino<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La cuenta de asistencia para el alquiler m\u00e1s grande del HUD, que financia el <strong>Programa de Vales de Elecci\u00f3n de Vivienda<\/strong>, permanecer\u00eda intacta, en lugar de ser bloqueada como propuso la Administraci\u00f3n. El proyecto de ley de la C\u00e1mara de Representantes propone un aumento de poco m\u00e1s de 2.000 millones de d\u00f3lares para el programa de Vales de Elecci\u00f3n de Vivienda en general, muy por debajo de lo que se necesita para financiar los vales existentes a la luz de los aumentos de alquiler.  <\/li>\n\n\n\n<li><strong>Financiaci\u00f3n de renovaci\u00f3n:<\/strong> La cantidad proporcionada ser\u00e1 miles de millones de d\u00f3lares inferior a la necesaria para renovar los vales existentes. Incluso menos hogares tendr\u00edan acceso a esta asistencia tan necesaria.  <\/li>\n\n\n\n<li><strong>Protecci\u00f3n de inquilinos y vales de vivienda de emergencia:<\/strong> El proyecto de ley de la C\u00e1mara de Representantes incluye 375 millones de d\u00f3lares para la Protecci\u00f3n de Inquilinos que podr\u00edan utilizarse para proteger a los titulares de vales existentes. Esto incluye a aquellos que reciben asistencia con los Vales de Vivienda de Emergencia, que recibieron financiaci\u00f3n temporal a trav\u00e9s de los programas de la era COVID y corren el peligro de expirar. La cantidad proporcionada para la Protecci\u00f3n de Inquilinos es insuficiente para financiar todos los diferentes vales que podr\u00edan protegerse.   <\/li>\n\n\n\n<li><strong>Financiaci\u00f3n de HUD-VASH:<\/strong> No se proporciona financiaci\u00f3n adicional para el Programa de Vivienda de Apoyo para Veteranos de HUD-Asuntos de Veteranos (VASH). El Comit\u00e9 de Asignaciones de la C\u00e1mara de Representantes, en un proyecto de ley diferente, propuso financiar la asistencia para el alquiler a trav\u00e9s de una nueva cuenta en el Departamento de Asuntos de Veteranos, pero eso requerir\u00eda una nueva legislaci\u00f3n de autorizaci\u00f3n que no ha sido promulgada.  <\/li>\n\n\n\n<li><strong>Permitir que las Autoridades de Vivienda adopten pol\u00edticas problem\u00e1ticas:<\/strong> El proyecto de ley del Comit\u00e9 de la C\u00e1mara de Representantes proporcionar\u00eda al HUD una amplia flexibilidad para permitir que las Autoridades de Vivienda P\u00fablica (PHA) renuncien o creen alternativas a los requisitos legales clave. Esto podr\u00eda abrir la puerta a permitir que las PHA limiten el acceso de las personas a la vivienda y los servicios, a trav\u00e9s de requisitos de trabajo y l\u00edmites de tiempo perjudiciales.  <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-other-hud-program-cuts-nbsp\">Otros recortes en los programas del HUD <\/h3>\n\n\n\n<p>Otros programas importantes del HUD se recortar\u00edan o eliminar\u00edan severamente. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Programa HOME:<\/strong> El Programa de Asociaciones de Inversi\u00f3n HOME, que proporciona subvenciones a los gobiernos estatales y locales para crear viviendas asequibles, recibir\u00eda cero financiaci\u00f3n en virtud del proyecto de ley del Comit\u00e9 de la C\u00e1mara de Representantes. El informe del Subcomit\u00e9 indic\u00f3 que esto se debe a que muchas comunidades todav\u00eda tienen financiaci\u00f3n HOME-ARP restante (de la Ley del Plan de Rescate Americano). Estos son programas completamente diferentes con prop\u00f3sitos diferentes, y a las comunidades que han comprometido su financiaci\u00f3n HOME-ARP se les impedir\u00eda desarrollar nuevas viviendas por esta disposici\u00f3n.   <\/li>\n\n\n\n<li><strong>Vivienda p\u00fablica:<\/strong> Los fondos para la vivienda p\u00fablica se reducir\u00edan en 1.500 millones de d\u00f3lares. <\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-next-nbsp\">\u00bfQu\u00e9 sigue? <\/h2>\n\n\n\n<p>La Alianza publicar\u00e1 un an\u00e1lisis m\u00e1s detallado del proyecto de ley de Transporte-Vivienda y Desarrollo Urbano de la C\u00e1mara de Representantes en los pr\u00f3ximos d\u00edas (el subcomit\u00e9 que cubre el HUD). <\/p>\n\n\n\n<p>Se espera que el Comit\u00e9 de Asignaciones del Senado considere su proyecto de ley sobre la financiaci\u00f3n del HUD en las pr\u00f3ximas semanas. La Alianza cree que la versi\u00f3n del Senado ser\u00e1 mejor que el proyecto de ley de la C\u00e1mara de Representantes, pero es probable que siga siendo inadecuada para satisfacer la necesidad actual.  <\/p>\n\n\n\n<p>En alg\u00fan momento dentro de los pr\u00f3ximos meses, los l\u00edderes tanto de la C\u00e1mara de Representantes como del Senado determinar\u00e1n un n\u00famero final para cada subcomit\u00e9 de Asignaciones. Para el subcomit\u00e9 T-HUD, es posible que este n\u00famero final sea m\u00e1s alto que cualquiera de los proyectos de ley del comit\u00e9 si el clamor por la necesidad de financiaci\u00f3n de estos programas es en\u00e9rgico y sostenido.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-you-can-do-nbsp-nbsp\">Lo que puede hacer <\/h2>\n\n\n\n<p>La Alianza cuenta con la red de personas maravillosas de todo el pa\u00eds para educar a los miembros del Congreso sobre la importancia de esta financiaci\u00f3n, especialmente cuando su delegaci\u00f3n est\u00e1 en el Distrito y puede ver por s\u00ed misma el trabajo que se est\u00e1 realizando en su comunidad de origen.
