Si bien los responsables de las asignaciones de la C\u00e1mara de Representantes no abordaron muchas de las propuestas de programas que la Administraci\u00f3n esboz\u00f3 en su solicitud presupuestaria, los niveles de financiaci\u00f3n segu\u00edan siendo insuficientes para hacer frente a la actual crisis de personas sin hogar y de vivienda.  Aunque el Senado tambi\u00e9n rechaza en gran medida los <a href=\"https:\/\/endhomelessness.org\/resources\/policy-information\/the-presidents-fy2026-budget-proposal-potential-impacts-on-efforts-to-prevent-and-end-homelessness\/\" target=\"_blank\" rel=\"noreferrer noopener\">recortes presupuestarios mortales propuestos por el Presidente<\/a>, y busca financiar la mayor\u00eda de los programas de vivienda y para personas sin hogar a un nivel id=\"h-top-policy-concerns\">Principales preocupaciones pol\u00edticas<\/h2>\n\n\n\n<p>Aunque el Senado rechaza en gran medida los <a href=\"https:\/\/endhomelessness.org\/resources\/policy-information\/the-presidents-fy2026-budget-proposal-potential-impacts-on-efforts-to-prevent-and-end-homelessness\/\" target=\"_blank\" rel=\"noreferrer noopener\">recortes presupuestarios letales propuestos por el Presidente<\/a>, y busca financiar la mayor\u00eda de los programas de vivienda y para personas sin hogar a un nivel superior al que <a href=\"https:\/\/endhomelessness.org\/es\/blog\/fy26-appropriations-update-on-homelessness-and-housing-funds\/\" target=\"_blank\" rel=\"noreferrer noopener\">propone la C\u00e1mara de Representantes<\/a>, necesitamos su apoyo continuo para abogar por los niveles de financiaci\u00f3n que necesitamos para resolver la falta de vivienda en todos los programas de vivienda y para personas sin hogar, y para evitar cambios de pol\u00edtica perjudiciales. En el proyecto de ley de la C\u00e1mara de Representantes, surgieron las siguientes \u201cp\u00edldoras venenosas\u201d pol\u00edticas preocupantes, que la Alianza se compromete a garantizar que no aparezcan en la redacci\u00f3n final del proyecto de ley.  <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Fuerza recortes de personal. <\/strong>El proyecto de ley de la C\u00e1mara de Representantes recorta la financiaci\u00f3n para el personal del Departamento de Vivienda y Desarrollo Urbano (HUD) de los Estados Unidos en un 26%, lo que refleja las reducciones implementadas por la Secretaria Turner. La codificaci\u00f3n de esta reducci\u00f3n de personal provocar\u00e1 retrasos perjudiciales y una menor eficiencia, y afectar\u00e1 la capacidad del HUD para responder a los desastres.  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elimina el Programa de Asociaciones de Inversi\u00f3n en Vivienda HOME (HOME).<\/strong> El proyecto de ley no proporciona financiaci\u00f3n para HOME, la \u00fanica subvenci\u00f3n global federal dedicada exclusivamente a la producci\u00f3n de nuevas viviendas asequibles. (Tenga en cuenta que este no es el mismo programa que HOME-ARP, que los miembros del Comit\u00e9 confundieron err\u00f3neamente y citaron por tener fondos no gastados).  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Socava la toma de decisiones local. <\/strong>El proyecto de ley retiene fondos vitales de las \u201cciudades santuario\u201d que no cumplen con las solicitudes del Departamento de Seguridad Nacional de EE. UU. de notificar a las autoridades federales de inmigraci\u00f3n con \u201caviso previo de la liberaci\u00f3n programada de un inmigrante sin documentaci\u00f3n legal.\u201d <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Proporciona financiaci\u00f3n insuficiente para cubrir los programas existentes. <\/strong>La mayor\u00eda de las cuentas dentro del HUD se reducen o se financian de forma plana en este proyecto de ley. Esto significa que este presupuesto no aborda el aumento de los costes asociados con el alquiler y la producci\u00f3n de viviendas, lo que supone un riesgo de d\u00e9ficit a\u00fan mayor para los programas e iniciativas existentes.  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ofrece una amplia autoridad de exenci\u00f3n. <\/strong>El proyecto de ley permite al Secretario del HUD renunciar o crear alternativas a los requisitos legales sobre la vivienda p\u00fablica y la asistencia para el alquiler. Este cambio abre la puerta a la implementaci\u00f3n de condiciones problem\u00e1ticas, como los l\u00edmites de tiempo en la asistencia para el alquiler y los requisitos de trabajo.  <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Suprime la financiaci\u00f3n de HUD-VASH. <\/strong>El proyecto de ley adopta la propuesta del Presidente de trasladar los vales de HUD-VASH al Departamento de Asuntos de los Veteranos (VA) de los Estados Unidos como parte del nuevo programa \u201cBridging Rental Assistance for Veteran Empowerment\u201d (BRAVE). <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Recorta la financiaci\u00f3n para los programas de Vivienda Justa. <\/strong>El proyecto de ley disminuye la financiaci\u00f3n para la Oficina de Vivienda Justa e Igualdad de Oportunidades del HUD en 58 millones de d\u00f3lares con respecto al a\u00f1o fiscal anterior, para un total de 29 millones de d\u00f3lares. <\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elimina una protecci\u00f3n cr\u00edtica contra el desalojo. <\/strong>El proyecto de ley elimina el requisito de que los propietarios de viviendas asistidas por el HUD deben proporcionar a los inquilinos en riesgo de un aviso de desalojo al menos 30 d\u00edas antes de tomar medidas.
