Talking Points

Main ask of Congress: Take action to stop HUD’s CoC NOFO changes. 

  • Lead with informing them that the FY2025 CoC Program NOFO has been issued with a due date on January 14, 2026 and an award date not sooner than May 1, 2026.
  • Express concern for the impacts that will come from this timing and how the uncertainty will lead to service disruption, loss of trust, and other challenges. Specify how many grants in your CoC will run out of funds during the first half of the year. See: How HUD’s Delays Will Impact Local and State Governments
  • Identify the changes that are of greatest significance in your community and name the specific impacts. Examples:
    • Number of people who will be at risk of losing housing due to the cap on permanent housing
    • How the new scoring criteria could place your existing funding at risk, especially those factors outside of the CoC’s control such as:
      • Whether or not there is a prohibition on public camping that covers the full CoC geographic area, will impact your CoC  
      • Availability of treatment beds for substance use disorders
    • Extent in which there are other organizations within the CoC that would be interested in applying for funding, particularly for more rural CoCs
  • End with a specific request.
    • Senate: I urge you to include a provision in an upcoming appropriations bill that directs HUD to renew all existing Continuum of Care grants expiring during calendar year 2026 for one 12-month period. This no-cost provision is consistent with bipartisan Congressional direction and will ensure there are no unnecessary gaps and delays in resources.
    • House: I urge you to take action to intervene and find a path that will protect CoC Program funding from the inevitable timing delays and abrupt changes that HUD is attempting to make through this NOFO.
