CEO Corner: Week of December 8

As most of you already know, yesterday we got notice that the U.S. Department of Housing and Urban Development (HUD) withdrew the FY2025 Continuum of Care Program Notice of Funding Opportunity (CoC NOFO) that was issued on November 13, 2025.

This comes on the heels of major and abrupt changes from HUD that communities have been navigating since the NOFO was released – even while planning for how to keep the people they serve as safe as possible in the inevitable aftermath. This recission also follows recent action taken by the Alliance, along with a broad coalition of local governments and nonprofit organizations: we (on behalf of our members) filed suit against HUD to stop these unlawful and unreasonable restrictions. If HUD’s NOFO changes remained unchallenged, it would have pushed 170,000 people back onto the streets.

While we won’t speculate on what revisions HUD seeks to make, we do know that it will necessarily mean even further delays and greater uncertainty for communities across the country. This further demonstrates HUD’s irresponsible decision making and the need for the courts or Congress to intervene. I encourage you to review our legal complaint and the motion for relief and for preliminary injunction to better understand the grounds for this action. Our legal case is ongoing despite yesterday’s withdrawal of the NOFO.

As the NOFO is now paused for an unknown amount of time, I urge each of you to please keep going with your outreach to Members of Congress. I can tell you directly that word about the adverse impacts of HUD’s decisions IS reaching them, and there IS growing concern on both sides of the aisle. And thanks to your efforts, they are now also hearing from your local and state elected officials, too.

This isn’t the time to back off. This is the time to double down. If you have already contacted your lawmakers, please keep following up. If you haven’t, it’s not too late – but you need to act now before our narrow window closes.

Collective concern about HUD’s actions go well beyond just our own community. Recently, we’re seeing action from important groups that are broadening and amplifying our message:

The lesson is very clear from my perspective: when we collectively lead, other people come to the table.

That’s because of all of you who have sounded the alarm to your communities, gotten stories in the local media, and educated your neighbors and lawmakers about the harms of HUD’s approach. This is exactly what we need if we are going to grow a movement powerful enough to fight back.
