Ryan Finnigan, PhD, MA

Research Council Member

Ryan Finnigan is the Deputy Director of Research for the Terner Center for Housing Innovation at the University of California, Berkeley. His research focuses on the continuum of programs to address homelessness and housing insecurity. Recent projects include a statewide assessment of homelessness programs with the California Interagency Council on Homelessness, a study of Housing Choice Voucher program implementation across the United States, and a study of shelter and transitional housing programs in the San Francisco Bay Area. Ryan aims to inform policy and practice through extensive engagement with people with lived experience of homelessness, local and state governments, homelessness service providers, and public housing agencies. 

Prior to joining the Terner Center, Ryan was an associate professor of sociology at the University of California, Davis. Ryan has a Ph.D. and M.A. in Sociology from Duke University, and a B.A. in Sociology and B.S. in Mathematics from Indiana University.
