Explain how and how uncertainty will disrupt services, erode trust, and create other unnecessary challenges.

• Provide details for the impacts that HUD’s actions have already had, such as the extent to which projects are reluctant to take new referrals.

• Senate: HUD’s irresponsible actions with CoC Program funding are sowing chaos and disruption. The withdrawal of the already late NOFO at this point in the year only adds to the uncertainty and will necessarily mean more delays.  Therefore, I urge you to include a provision in an upcoming appropriations bill that directs HUD to renew all existing Continuum of Care grants expiring during calendar year 2026 for one 12-month period. This no-cost provision is consistent with bipartisan Congressional direction and will ensure there are no unnecessary gaps and delays in resources. Further, I urge you to find a path that will prevent HUD from taking these types of actions in the future and hold them accountable for being the stewards of such critical funding.   
• House: I urge you to find a path to protect CoC Program funding from the inevitable timing delays and uncertainty resulting from HUD’s actions now and in the future.
