Welcome to this week’s CEO Corner! Here’s what’s on the Alliance’s radar as we head into another week.

Update on Lawsuit Filed Against HUD Regarding CoC Grant Agreements

In last week’s CEO Corner, we reported that a group of local jurisdictions filed a motion for a temporary restraining order to block the U.S. Department of Housing and Urban Development (HUD) and the Federal Transit Administration from imposing or enforcing grant conditions added to the FY2024 Continuum of Care (CoC) Program grant agreements. This week, we are pleased to share that a judge temporarily blocked these transit and homelessness grant conditions for the plaintiffs involved. We will continue to provide updates as this case moves through the courts.

Federal Budget Updates: Time for Action

With President Trump’s FY2026 federal “skinny” budget proposal released, the FY2026 budget process is underway.

Congress is responsible for all federal funding decisions through the Appropriations process, and they are not beholden to the President’s request (though it may influence the thinking of some Members of Congress).

Both the House and Senate are working on their own appropriation bills. NOW is the time to reach out to your Members of Congress. Urge them to reject the President’s budget request and instead pass a budget that ensures that critical, life-saving programs can continue to operate.

  • Please take action on this today!  Members of Congress have until May 15 to sign on to “Dear Colleague” letters being circulated in the House and Senate. The more signatures on these letters, the more seriously they will be considered.

Good News – aka “Glimmers”

As always, we try to close out the CEO Corner on a positive note, highlighting recent wins in communities throughout the country. In addition to the temporary restraining order noted above:

  • Local advocates in Summit City, New Jersey rallied against harmful legislation that would fine or jail people who are homeless outdoors underscoring the importance of advocacy at the local level.
