The SYSTEM Series

The SYSTEM (Strengthening Your System to Energize Momentum) Series is designed to help communities more effectively end homelessness by providing tools to help communities identify areas where they can make the most meaningful improvements to their systems, continuously execute on those improvements, and leverage their Notice of Funding Opportunity (NOFO) application for the CoC Program competition to kick-start efforts to build a more effective system.

The SYSTEM Series update includes updates on emerging priorities that all effective homeless response systems must be prepared to address, as well as insights on issues and areas that the U.S. Department of Housing and Urban Development (HUD) has prioritized in the CoC Program Competition NOFO.

Contingency Planning Toolkit

The Contingency Planning Toolkit includes three components: the Landscape Assessment, the Decision Support Tool, and the Project Consideration Checklist. Together, they give communities a structured way to hold fact-based conversations grounded in information from local agencies. Communities need an accurate, shared understanding of how funding realignments will affect housing and other safety-net programs.

This toolkit is a starting point. It will only be tuned for your community if you adapt it to local realities. Every jurisdiction will feel the effects of shifts in federal funding, and each will need to decide how to address the gaps that emerge. To act effectively, leaders need a firm handle on the details and a clear sense of the consequences. What the community chooses to do with that understanding is the work ahead.
