State and Local Impacts of HUD’s Housing Cuts: Data Visualization

Interactive resource demonstrates the consequences of harmful new policies

On November 13, 2025, the U.S. Department of Housing and Urban Development (HUD) issued a sudden change to the FY 2025 Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program Competition – the largest federal program to provide funding and resource to communities to address homelessness.

This NOFO contained unprecedented changes to HUD’s funding commitments, including a 30 percent cap on permanent housing investments for people experience homelessness. At least 170,000 people nationwide are expected to lose their supportive housing because of this sudden shift, and impacts will be felt most acutely on the local level.  

The following resources are intended to help providers, CoC leaders, advocates, local leaders, and members of the media understand the consequences of these sudden changes to their states and local communities.
