With so many threats to our work to end homelessness, building the momentum needed at this moment demands a powerful, coordinated advocacy movement that reaches every corner of the country. And here is the truth: advocacy is not limited to lobbying Capitol Hill or testifying before Congress. It happens every day when you show up to say: This matters. People’s lives depend on it.
Everyone can play a role in advocacy. Real power is built when people from diverse backgrounds collaborate behind a cause. When a person with lived experience of homelessness shares their story with a legislator, that is advocacy. When a provider explains to a city council member how funding delays affect their shelter, that is advocacy. When a supporter writes an email, signs a petition, shows up at a rally, or talks to friends and neighbors about solutions that work — that, too, is advocacy.
Advocacy is how we hold power accountable and influence real change. Advocacy is an expression of hope–a refusal to accept that things must remain as they are.
Advocacy is collective action. It is how individual voices turn into systemic change.
Advocacy ensures policymakers understand a fundamental truth: homelessness is not inevitable. It is solvable — and solving it requires political will.
The Urgency of this Moment
Decisions made today — at all levels of government — shape how we will respond to homelessness for years to come. In this moment, silence is not an option. We must remind leaders that homelessness is not a political talking point: it is a human crisis that demands evidence-based, compassionate solutions. Advocacy must be a steady drumbeat that ensures our voices are heard above those who spread misinformation and promote approaches that are harmful and outdated.
Every major policy gain in the fight to end homelessness has happened because people spoke up — because providers, advocates, and supporters worked together to make their voices impossible to ignore.
How You Can Participate
There is a role for everyone to play in advocacy. You can:
Advocate directly by going to https://endhomelessness.org/action/, responding to action alerts, and meeting with your lawmakers about specific bills and requests.- Host a site visit to help educate your lawmakers about the programs and efforts in their district and state.
- Support other advocates by sharing your story, amplifying the voices of those with lived experience, and provide data and other information to help strengthen their efforts.
- Engage local media to highlight what works.
Advocacy is not separate from direct service or philanthropy; it completes it. Services meet urgent needs today, and advocacy ensures we build systems that prevent homelessness tomorrow.
The Alliance’s 2026 Advocacy Plan
In 2026, the Alliance’s advocacy priorities include:
- Protecting and increasing federal investments. We will defend critical federal programs at the U.S. Department of Housing and Urban Development (HUD) and other agencies, and push for funding that matches the scale of the crisis.
- Advancing evidence-based policy.We will champion solutions grounded in evidence: tried-and-tested approaches that demonstrate the effectiveness of certain policies and programs.
- Mobilizing a stronger national advocacy network.We are investing in state and local partnerships so that advocacy is continuous, coordinated, and responsive.
- Centering lived experience.We are committed to elevating the voices of people directly impacted by homelessness in every policy conversation.
Ending homelessness is possible. We know the solutions; what we need is sustained political and public will to implement them. Advocacy is how we build that will.
