The Conference Framework

In order to end individual adult homelessness we will have to be able to reach out to people who are unsheltered; maintain decent, low-barrier shelters and other crisis responses; make sure people have rapid access to permanent places to live; and link them to employment and needed services. All of this will need to be done within a homelessness system that is outcome-oriented and addresses racial and other disparities.
